The IPP_INC variable was never set by anyone, not even the mplayer
configure script. Adding it to CFLAGS was a no-op. If other projects
compile ffmpeg with private build systems, they should set whatever
they need in CFLAGS, not hope that we will pick up whatever FOO_INC
flags they happen to be using.
