Tag is required and specs say:
"Timestamp: A time and date item according to the Gregorian calendar
comprising, in order, Year: [Int16], Month: [UInt8], Day: [UInt8], Hour:
[UInt8], Minute: [UInt8], Second: [UInt8] and mSec/4: [UInt8].
A value of ?0? for each and every field identifies a timestamp value of
?unknown?. This value should not be used unless unavoidable."
