Actually I see no such mention in the libgsm Makefile to install the
header to include/gsm/gsm.h. And in my ubuntu I see "dpkg -L
libgsm1-dev":
[...]
/usr/include/gsm/gsm.h
[...]
/usr/include/gsm.h
[...]

ls -l /usr/include/gsm.h
lrwxrwxrwx 1 root root 9 2008-11-14 16:25 /usr/include/gsm.h -> gsm/gsm.h

So I see no reason for this patch, even if it were related to how
things are sorted on Debian.
