[FFmpeg-cvslog] Remove redundant checks against MIN_CACHE_BITS

Remove redundant checks against MIN_CACHE_BITS

With the removal of the libmpeg2 bitstream reader, MIN_CACHE_BITS
is always >= 25, so tests against smaller values can be removed.
