[FFmpeg-cvslog] lavfi: port boxblur filter from libmpcodecs

lavfi: port boxblur filter from libmpcodecs

With the following additions:
* support to gray format
* support to yuva420p format
* parametric luma/chroma/alpha radius
* consistency check on the radius values, avoid crashes with invalid values
