It was near irrelevant where it was because it had few users and fixing it
would have required xvid changes.
There were attempts to get rid of it, but didn't seem worth the effort,
but that does not make it a good excuse to expose it as public API.
Particularly since I think it does a really bad job for what you are
trying to use it, and I don't know yet if it will even after fixing
its issues.
