[FFmpeg-cvslog] rtsp: Support receiving plain data over UDP without any RTP encapsulation

rtsp: Support receiving plain data over UDP without any RTP encapsulation

EvoStream Media Server can serve data in this format, and
VLC/live555 already supports it.
