[FFmpeg-cvslog] movenc: Add a min_frag_duration option

movenc: Add a min_frag_duration option

The other fragmentation options (frag_duration, frag_size and
frag_keyframe) are combined with OR, cutting fragments at the
first of the conditions being fulfilled.
