[FFmpeg-cvslog] Move get_logical_cpus() from lavc/pthread to lavu/cpu.

Move get_logical_cpus() from lavc/pthread to lavu/cpu.

It will be useful in lavfi, and could conceivably be useful to the user
applications as well.
