[FFmpeg-cvslog] configure: add a note about pkg-config --static.

configure: add a note about pkg-config --static.

Try to detect "$cc -static" without "pkg-config --static".
Also, when a library detection using pkg-config fails,
make it explicit this was pkg-config.
