[FFmpeg-cvslog] nvenc: Generate bufferingPeriod/pictureTiming SEI

nvenc: Generate bufferingPeriod/pictureTiming SEI

For some unknown reason enabling these causes proper CBR padding,
so as there are no known downsides just always enable them in CBR mode.
