[FFmpeg-cvslog] avformat/mux: be less strict with bitstream filter failures

avformat/mux: be less strict with bitstream filter failures

This makes the autobsf feature behave the same as the manual
bitstream filtering in ffmpeg.c

Fixes ticket #6794
