[FFmpeg-cvslog] avcodec/rl2: set dimensions

avcodec/rl2: set dimensions

The dimensions are always 320x200 they are hardcoded in the demuxer.
Hardcode them instead in the decoder.

Fixes: Timeout (16sec -> 400ms)
