[FFmpeg-cvslog] avcodec/tscc: Mark decoder as init-threadsafe

avcodec/tscc: Mark decoder as init-threadsafe

Initializing zlib in the way we do here is threadsafe, see
https://www.zlib.net/zlib_faq.html#faq21
