[FFmpeg-cvslog] avcodec/golomb: Factor writing golomb codes out

avcodec/golomb: Factor writing golomb codes out

Most users only want to either read or write golomb codes, not both.
By splitting these headers one avoids having unnecesssary
(get|put)_hits.h inclusions.
