[FFmpeg-cvslog] fftools/ffmpeg: move OutputStream.next_pts to Encoder

fftools/ffmpeg: move OutputStream.next_pts to Encoder

It is audio/video encoding-only and does not need to be visible outside
of ffmpeg_enc.c
