Ubuntu 5.10. ldconfig -V reports:

	ldconfig (GNU libc) 2.3.5 
	Copyright (C) 2005 Free Software Foundation, Inc.

In response to the other email, "make install" was run as root. 

I'd also like to randomly mention that EROS (http://www.eros-os.org/) not only 
doesn't have symlinks, it also doesn't even have files. So even if you count 
post ME versions of Windows as somehow being DOS, there are definitely 
operating systems other than DOS without symlinks ;).
