In libtheora source, you have :
#define NEW_FREQS 0 /* dbm - test new frequency tables */
/* New baseline frequency tables for encoder version >= 2 */
but the even if version >= 2, they used the old tables...
Changing the define could allow us to generate Theora samples with an
non-VP31 Huffman tables.
