I think France have a chance to discover such system, if their p2p
flat tax ever makes it into law.

Copyright is temporal monopoly granted by the government in order to
encourage the authors to publish.
So the gov doesn't take and give money it just let the authors do it.

However the current abomination in Intellectual Property, makes so
authors cannot get enough money if they don't sell out their rights.
And these who buy out their right have interest to keep them forever.

This gives me idea.... Are there open Internet libraries? Where you
pay tax and you can read whatever is available. Then give rating and
part of the fee goes to the author you have read. I think i may have
heard of something similar.
