Edited for capitalization/punctuation, with a couple of editorial
rephrasings to taste:

No POSIX-compatible shell found. Configuration cannot proceed.
THIS IS NOT A BUG IN FFMPEG. DO NOT REPORT IT IN ANY FFMPEG-RELATED
PLACE. Inatead, install a working POSIX-compatible shell.
Do not disable this test in configure; it will create a broken FFmpeg.
Do not report that brokenness as a bug; it will get you flamed to death
and back.

(In case it wasn't clear: I think a message like this is a good idea.)

(I had a hard time resisting several more creative expressions in that
last line, but discretion did win out in the end.)

Warning: Simply because I argue an issue does not mean I agree with any
side of it.

Secrecy is the beginning of tyranny.
