And then only ffmpeg would be able to handle these streams. IIRC there
are already various tricks to handle other-than-mpeg1/2 codecs in mpeg
ps, although not widely supported, still that would be better than
inventing something completely new.

BTW what is the added value for trying to support all codecs in program
streams? IMHO if you don't want to use avi, mp4 suits this use much
better because it can handle all sorts of codecs natively.
