let me help a little, heres what i remember about various restrictions

pix_fmts (often just one, sometimes several)

framerate (precission of num/den might be restricted, depends upon strictness
for mpeg for example there are a few invented rates and for mpeg in mov or avi
there could be a restrictionless case)

resolution (sometimes arbitary sometimes a few fixed like h.261,sometimes
might need to be a multiple of a small integer IIRC h.263 needs *4)

samplerate (sometimes aritrary some times a few fixed with arbitrary only
if strict<xyz)

in some cases like dv res-pix_fmt-framerate depend on each other
