get you anywhere.
You should consider giving more details about what you are trying to
do, and what you have done so far so we can understand your problem
better.

Yes, everything is possible with computers. If you are doing some
encoding, it is indeed possible to change bitrate on the fly, just
like whar rc does.
If you are doing some decoding, I don't think  so.
