well if the requirement is
(!perl && !python && !php && !database) || !mphq
the problem is obvious, its a BOFH problem, the solution is obvious too
you replace the BOFH or use a different server

and no i wont argue about the validity of the arguments against php and the
others i dont even say i disaree that php apps are a security issue, or that
a database has issues with data loss in case of hardware failure (has anyone
even complained about that?) as its simply not relevant, an admins job is to
maintain the system and do what is needed so the users can do their work
if its needed to add some virtualization security layer or backups or whatever
they should do that (right after ensuring that passwords are NEVER sent in the
clear aka spend 5min to generate a gpg key so passwords can be sent securely
to/from new developers)
