Uh? No it's x86 and amd64 teams that are woefully late :P

~x86 version, stable on most other arches, is 2.17, and you can upgrade
to 2.17.50 (cvs snapshots) easily:

echo "sys-devel/binutils **" >> /etc/portage/package.keywords

I've been using 2.17.50 snapshots since ?ons now :)
