Yes both.
Well actually i would want the decoder and encoder as well instead of
an external dependancy on libdirac/schro but I take what i get. If
Anuradha posts a patch which passes review that will be applied.
Of course libdirac/schro support might be droped again in the future
when your decode&encoder reach svn. This also depends somewhat on
their relative speed and quality of course ...
