Probably a stupid question - but I haven't been following AAC very much - but 
do you mean that LTP is not used much nowadays (or anytime before)?
It would be logical, as I myself have found a few years ago, that this mdct 
coefficient temporal prediction is not worth much - it's shameless plug, but
I have tried a supposedly more efficient mdct coefficient temporal prediction 
with vorbis in the past, and it didn't improve compression too much (or at
