Anyone that wants to show its involvment in OpenSource.
It might be surprising but it's quite difficult for a company
(and mostly for its developers) to be allowed the rights to publish 
sources and to set up a dedicated website, SCM ...

For many (big) companies, having been able to publish
work as OSS on sf.net is nearly a project achievement.
