Which spec says that?
Please quote the specific part or provide a URL to that spec, id like to
read it!

yes, thats the way it should be, codec_tag is just the identifer stored in
the file, if the files has a wrong identifer codec_tag is wrong as well.
One could add a special case and export another fake codec_tag but i dont
see much sense in that in this case ...
