Authoritative answer: For AAC inside of a FLV, the Flash Player doesn't
care what the FLV header claims the sample rate is; it parses the AAC
data structure to find the actual sample rate. Flash Player should be
able to play any sample rate that AAC supports (same goes for MP3 now,
as well).
