Use of pkgconfig is discouraged; it creates more problems than it
solves, especially when cross-compiling.  The *only* reason it's used
for dirac cflags is that the dirac installation paths are absolutely
mental, with no sane way of finding the headers, and the devs refusing
to correct this.

Any patch adding pkgconfig calls without a real-world failure that
cannot be solved properly is implicitly rejected.
