i do not like this
the EMU flag is supposed to be set by the user app depending on the
buffer / VO abilities and the users preferrance, its not even clear
what meaning this flag has for HW decoders

On a turing machine, in general impossible (turings halting problem).
On any real computer, always possible as a real computer has a finite number
of states N, and will either halt in less than N cycles or never halt.
