Is not this the expected behaviour?
Especially since the fps filter output framerate may be variable.
In the above case the user migth do:
ffmpeg -i input.avi -vfilters 'fps=1' -r 1 output.avi
FFmpeg = Faboulous & Faithful Mythic Portentous Ephemeral Geisha
