That might be the case, I didn't follow the thread from the beginning.

Modifying the utf8 patch to support WinCE too would be doable (see my 
mails from last Friday), but a bit messy and not as flexible as the 
desktop windows solution. So unless there's some concrete need for this, 
I'm fine with keeping it disabled on WinCE.
