rgb48 input shouldnt be too hard if you can make sense of the swscale
code, parts of it are in need of a cleanup ...
Just look at svn log, more precissely revissions where other input rgb
variants where added.
Also ideally the 16bit should be preserved and not lost by converting to
8bits but this may be harder, basically id be happy if you try to preserve
more than 8bits and if it turns out too hard at least succeed getting 8bits
per component based input code into svn.
But later alone with no attempt at preserving 16bits is IMHO too easy

PS: the deadline depends purely on google (that is when students have to
    be selected), and patches always need several post+review cycles so
    the earlier you submit your first try the better
