good so lets restart the questions
1. does this problem depend on the used scaler / bitexact / accurate
2. does it also happen when actual scaling is used?
3. full output please (highest verbosity and all the crap that sws can
   print)

and i know the awnsers to 1 & 2 where yes but there where 4 scalers, 
each of which could have introduced the problem and i dont know if
you managed to make all do scaling and run in exact/accurate/... mode

Awnsering whenever a program halts or runs forever is
On a turing machine, in general impossible (turings halting problem).
On any real computer, always possible as a real computer has a finite number
of states N, and will either halt in less than N cycles or never halt.
