versions < 2.3 used 3 chars for frame identifier, 2.3+ has 4.

there are also some minor differences between v2.3 and v2.4, like
TYER/TDAT (year/date frames) vs TDRL (full date in one frame), support
for more encodings in 2.4. this would matter if we wanted to support
encoding both - e.g.for legacy hw.
