Unfortunately this can't work, as the first paragraph will result
ommitted in the generated docs as it is not within any @chapter
section.

So the only solution is to duplicate the content of VIDEO FILTERS.
That's not necessarily bad because for example we may introduce at
some point a --disable-{video,audio}-filters section.
