Agh, good point. I'm not sure exactly how it behaves, but I'd rather check 
against that, too, so we don't run into any weird inconsistencies due to 
defining that when compiling for CE.

So, something like this?

test $target_os != "mingw32-prexp" && test $target_os != "mingw32ce" && 
add_cflags ...

Or any cleaner version?
