I spoke with people about this, and the official stance appears to be that libvpx is authoritative and everything regarding the VP8 bitstream is frozen since they've already given it to hardware guys.  And maybe eventually the spec will cover everything.

Anyway, I just committed bilinear so test vectors 3,4,7 can be added to fate now.
