[FFmpeg-devel] [PATCH] Implement DCT-I

$subj, it is very likely to be useful to the Hilbert transform in the 
wmavoice postfilter (a  Hilbert filter can be written as a DCT-I + 
DST-I). The API changes should be backward compatible.
