FTR, I do maintain both packages in both distribution under the umbrella
of the debian pkg-multimedia packaging team.

The differences between ffmpeg and ffmpeg-extra are solely in three
additional build dependencies (elaborated elsewhere in the thread).
Moreover, ffmpeg-extra provides drop-in replacement packages for
libraries and is an annoyance to maintain.
