I wasn't asking you, I was asking an actual packager. BTW, one source
package can generate multiple binary packages, you don't necessarily
have to package the headers to build the plugins.

Jason is not the law. When a VP8 case is brought to court, and the
court decides VP8 is violating patents, Fedora would stop distributing
VP8, and will stay on the safe side. In the meantime saying VP8
doesn't violate patents is a valid opinion.
