I'm having a look at the libavcodec/audioconvert.h API, and I find it
mostly good, quoting Mans:

|Help would be appreciated.

My questions are related to where it should be moved (assuming that
such an API doesn't belong to libavcodec, so it should go either to
libavcore or to a separate lib), and if the required optimizations
should be done before or after the move.
