Apparently, I've found two different issues regarding --enable-runtime-cpudetect with libswcale on windows. A fix has been proposed on the trac, issue 52, which can be found here: http://ffmpeg.org/trac/ffmpeg/ticket/52#trac-change-11 It was supposedly broken with the swscale --enable-runtime-cpudetect "fix" applied a short time ago.
