Hmm, I'm not decided on whether this is a good idea or not.

The inverse, ff_url_join, requires networking functions to be initialized, 
which makes that function tied to libavformat. OTOH, since the join 
function is internal for now, perhaps they don't need to be treated as a 
tight pair.
