+1 for removal.

It works, but it's incomplete.  There is a lot of "#if 0" code that
looks like it was intended to be used in a Sonic v2 but was never
finished.  Even if we decided to dedicate significant time to improving
it, we would still likely end up with something that's comparable to
WavPack, which is a free and open codec.
