preventing automated bots from abusing googles free services maybe?
you will have to ask them.

google is fighting a war with spammers and seo cheaters and ad-revenue
generating bots and all kinds of spyware and scammers. not to mention
other search engines copying google results for their own websites.

imo there is zero chance of google changing its blocking policy for us.
