I would expect the application to automate the process and to take advantage of hardware scaling and not from some user input so 
that software scaling would be applied.

For my purposes,  display rect can be anything and video is automatically scaled to fit given stretch modes of aspect, stretch,  and 
no scale.

So if screen/phone is rotated to landscape or portrait, the process is automated.

If application does not do these things, then I think user would not want to use that application.
