[FFmpeg-devel] [RFC] avformat: correct avg_frame_rate for telecine

In videos that mix 2 and 3 field "frames", which should be the
value for avg_frame_rate ? currently its half the field rate (29.97)
some bug report like ticket 259 suggest that it should ne 23.976
this patch alone doesnt fix ticket 259 but it would be neccessary

OTOH some people that want to display videos on displays that physicaly
run at 29.97 might prefer the current way of setting avg_frame_rate
... we also could add a flag or a second frame rate field ...
